No. These rates are just for calling a mobile or fixed landline based abroad.  If you call a UK mobile you will always pay the national call rate, whether they are at home or abroad.

Dial numbers in the international format e.g. +33 for France, dropping the first zero from the national number.

To call Russia, if the area code starts with a zero this should not be dropped when adding the national code.

For Italy the initial zero must be keyed for landlines but removed for calling mobile numbers.
